Piraeus Bank, in cooperation with the European Fund for Southeast Europe (EFSE), is providing grants of up to €100,000 to support micro, small and medium-sized businesses in Ukraine. The total grant fund is up to €1 million. Financing is provided by Finance in Motion GmbH through EFSE in partnership with the bank.
In addition, the programme offers loans of up to €10 million for businesses that need financial support for recovery and growth.
Finance in Motion is a German company that manages investment funds with a focus on positive impact on people and the environment. It works with funds totalling nearly €4 billion, investing through local financial partners, direct investments and consulting.
For over 15 years, the company has been supporting economic development in various regions of the world, from Latin America to Central and Eastern Europe.

Category 1. Farm households are family farms, entrepreneurial households or other forms of SMEs engaged in primary agriculture and have up to 2,000 hectares of agricultural land, and/or livestock farms with up to 2,000 head of livestock, operating in accordance with the current legislation of Ukraine on animal identification and registration, accurate record-keeping in field books and proper animal keeping rules. More detailed information about grants for farm households can be obtained from your manager.
Category 2. Businesses that have been severely affected by the war include:
1. SMEs located and/or operating in the territories most affected by the Russian war, i.e., in high-risk zones.
2. SMEs that have been displaced or physically relocated from the territories most affected by the Russian war, including businesses that nominally retained their registration in war-affected areas but conduct their main economic activity in safer areas.
3. SMEs (with 5 or more employees) throughout Ukraine that have suffered significant losses, physical destruction, or loss of assets directly as a result of military actions or a significant loss of production capacity (>30% reduction in staff).
4. SMEs owned/managed by representatives of vulnerable groups of the population (e.g., women, IDPs, veterans, youth under 35, persons with disabilities).
Category 3. SMEs that invest in critical reconstruction include:
1. MSMEs in all sectors that invest in energy resilience and security.
2. MSMEs operating in value-added production and processing sectors (e.g., food industry, pharmaceuticals, electronics, textile industry, furniture industry, construction materials) and investing in modernization and digitalization to increase resilience to external influences.
3. MSMEs operating in the transport and logistics sector, repairing damage to local transport and logistics infrastructure (including digital infrastructure).
- employee count of **less than 250 employees**;
- **annual turnover not exceeding EUR 50 million** (or the equivalent in another currency) and/or an annual balance sheet **not exceeding EUR 43 million** (or the equivalent in another currency);
- **positive operating profit for the 2023 financial year**;
- **positive credit history** and a confirmed history of timely repayment of obligations;
- The enterprise has not ceased its operations, has not filed for bankruptcy or liquidation, and has not undergone legal or corporate reorganizations or restructurings;
- The enterprise must be registered in territories controlled by the Government of Ukraine and operate in accordance with the current legislation of Ukraine. Registration in the USREOU is mandatory. For agricultural enterprises, registration in the State Agrarian Register is also mandatory;
- a minimum of 51% of the business owners (on a beneficial basis) must have Ukrainian citizenship. Beneficial ownership must be clearly established and transparently defined;
- **The enterprise is not a related party to the bank.**
An SME can receive only one grant for the entire group of related counterparties.
TARGET USE OF THE GRANT - The grant cannot be used to repay the enterprise's credit debt.
Enterprises involved in the production of weapons, military ammunition, and dual-use goods are not eligible to participate in the program.
Enterprises engaged in activities according to the List of Environmental and Social Exclusions are not considered candidates for a grant. A detailed list of exclusions is provided here.
The maximum grant amount is EUR 100,000 in hryvnia equivalent.
The grant can be provided only once to one company/HCG.
The final grant amount depends on the type of loan and the client's activity:
- For working capital purposes – 10% of the loan amount received,
- For investment purposes – 15% of the loan amount received.
+ an additional 5% can be received by clients who are:
1. SMEs operating in regions most affected by Russian aggression, i.e., in high-risk zones as defined by Ukrainian legislation, as well as in frontline regions/oblasts in general3; or
2. SMEs whose owners/managers are representatives of vulnerable population groups, such as women, youth (under 35), IDPs, veterans, persons with disabilities.
(1) SMEs applying for a grant amount exceeding EUR 50,000 (in hryvnia equivalent) for construction or reconstruction must provide a construction permit and an environmental permit.
The purpose of the loan and the grant must coincide. For example, an investment loan and a grant for the purchase of agricultural machinery.
Refinancing or early repayment of any existing loan using the grant is prohibited!
Grant funds can be directed towards:
- implementation of investment initiatives, renewal or improvement of the company's material and technical base;
- financing working capital needs that support and stimulate business development.

The use of funds by the enterprise in violation of the project conditions will result in the mandatory return of the entire grant amount.
After the grant is issued, visits to the enterprise may be made to verify the receipt and use of goods or services.
